Tiera sticks to a paw or horseshoe, and makes them difficult to run. If you are sitting on a sleigh, you can get tiera on your face. That's why there is a hood on the sleigh, to stop flying tieras.
In the picture: that's not tiera, but jälki, track.
... interesting ... I don't know what tiera is, but that discription is for "tilsa". Many horses have rubber and iron under their hoofs in the winter; rubber "tilsakumi" is for avoiding the snow to stick on.
